Creator Partnership Ads: How Whitelisting Works on Meta and TikTok

A practical guide to creator partnership ads on Meta and TikTok Spark Ads: how whitelisting works, what platform data shows, and UK and UAE disclosure rules.

Creator content has moved from the brand-awareness budget into the paid media plan. In November 2025 the IAB projected that US creator economy ad spend would reach $37 billion in 2025, up 26% year on year and growing about four times faster than the media industry as a whole 1. Nearly half (48%) of the ad buyers IAB surveyed now treat creators as a "must buy" channel, behind only social media and paid search 1.

The clearest sign of that shift is the growth of creator partnership ads, often called whitelisting or allowlisting: paid ads that run from a creator's own handle rather than only the brand's. On Meta's third-quarter 2026 earnings call, CFO Susan Li said partnership ads grew over 97% year on year and passed $15 billion in annual revenue run rate 2. This guide explains how the formats work, what the evidence says, and which disclosure rules apply in the UK and the UAE.

What "whitelisting" means in 2026

Whitelisting used to mean a creator handing a brand access to their ad account or page. Today, both Meta and TikTok have built permission systems that let the brand run and pay for the ads while the creator keeps control of their account.

Meta partnership ads. Meta's developer documentation describes partnership ads as ads run with creators, brands or other businesses, where both the brand and the partner account appear in the ad header and signals from both accounts are used for ranking 3. Either party can be the primary identity 3. There are two main permission routes:

  • Account-level permissioning, where the brand and creator set up an ongoing relationship so the brand can run partnership ads without asking for approval post by post 3.
  • Post-level permissioning, using a partnership ad code. The creator approves promotion of a specific organic branded content post, and the permission applies only to that post 3.

If an advertiser publishes a partnership ad without the required permission, the ad sits in a pending state until the creator approves the request 3. Partnership ads can also be combined with Advantage+ creative, catalogue ads, lead generation and click-to-message destinations 3.

TikTok Spark Ads. Spark Ads let advertisers use organic TikTok posts, with their native features, as ads 4. A creator turns on ad authorisation for a post, generates a video code and chooses an authorisation period of 7, 30, 60 or 365 days; the brand then applies that code in Ads Manager 4. Brands can also link a TikTok account directly, or push posts to an account authorised through Business Center 4. Duets and Stitches need codes from both creators involved 4.

What the platforms' own data says

Most of the performance evidence comes from the platforms themselves, so read it as directional rather than independent. Still, the figures are consistent.

  • Meta data reported by eMarketer in December 2025 shows partnership ads delivering, on average, 19% lower cost per acquisition and 13% higher click-through rates than standard formats 5.
  • In October 2026 Meta published a meta-analysis of 20 EMEA conversion lift studies run in the first half of 2025. Where partnership ads made up at least 30% of assets alongside a brand's usual creative, the median cost per incremental purchase was 45% lower and median incremental ROAS 35% higher 6. PPC Land notes the result was reported at 92% confidence, below the usual 95% threshold 6.
  • The same Meta material reports that 63% of partnership ad reach was new to the advertiser, based on 10 EMEA advertisers in October 2025 6.
  • TikTok's own 2022 A/B tests found Spark Ads had a 134% higher completion rate and 157% higher six-second view-through rate than standard In-Feed Ads 7.

Two practical points stand out. First, Meta's EMEA analysis tested partnership ads as a meaningful share of the mix, not as a single test ad, which suggests scale matters. Second, the TikTok figures are now several years old; treat them as evidence of the format's logic, not current benchmarks.

Tooling is catching up with demand

The main operational problem with creator ads has always been finding creators and collecting permissions. Both are being productised. In December 2025 Meta added AI tools to find and assess creator content inside Ads Manager, an "All" tab surfacing user-generated content, affiliate posts and brand mentions, creator performance metrics, and a Facebook Partnership Ads API for agencies working at scale 5. In Q3 2026 Meta completed the global rollout of its creator marketing hub to all advertisers, with more than 10 million creators now discoverable, and said it is integrating Meta AI Business Assistant into the hub so advertisers can search for creators conversationally 2.

IAB's research shows why this matters: a third of brands say identifying the right creators is their biggest hurdle 1.

Disclosure: UK rules

Running a creator post as a paid ad does not remove the need for clear labelling. In the UK, the Advertising Standards Authority (ASA) and the Competition and Markets Authority (CMA) set the rules.

The ASA's 2025 disclosure report, which used AI monitoring to assess more than 50,000 pieces of Instagram and TikTok content, found only about 57% of influencer ad content was likely to be adequately disclosed 8. Around 20% of undisclosed ads used labels such as "gifted" or "affiliate", which the regulators consider inadequate on their own 8. The ASA's recommendation is to use "Ad" or "#ad" on each post, placed first if the relationship type is also stated 8.

Updated CMA and ASA guidance, summarised by RPC in January 2026, adds that disclosures should sit at the start of a caption or on the visual, that tagging a brand or writing "collab" is not enough, and that platform tools such as a "Paid partnership" label may not be sufficient alone unless clear and prominent 9. Under the Digital Markets, Competition and Consumers Act 2024, the CMA can fine up to 10% of global turnover for serious breaches 9, and brands carry liability alongside creators 9.

Disclosure: UAE advertiser permit

In the UAE, the UAE Media Council now requires anyone advertising on social media to hold an Advertiser Permit, issued under Federal Media Law No. 55 of 2023 10. Gulf News reported that the permit had to be obtained by 1 February 2026, that it applies to citizens, residents and visiting creators, paid or unpaid, and that it is free for citizens and residents for the first three years 10. Resident permits last one year and visitor permits three months, both renewable 10. Operating without a licence carries a fine of Dh10,000 for a first offence and Dh40,000 for a repeat, and organisations are expected to verify that the advertisers they work with hold a valid permit 10.

For brands running regional campaigns, that means a permit check belongs in the creator contracting process, alongside usage rights and the length of any whitelisting window.

Key takeaways

  • Creator partnership ads are now a major paid format: Meta reports a run rate above $15 billion, growing over 97% year on year 2.
  • Meta uses account-level permissions or partnership ad codes; TikTok uses video codes with authorisation windows of up to 365 days 34.
  • Platform data points to lower acquisition costs and new reach, especially when creator assets are a substantial share of the mix 56.
  • UK rules expect "#ad" up front, and the CMA can now fine directly 89.
  • UAE creators need a Media Council Advertiser Permit, and brands should verify it 10.

What this means for your brand

Treat creator content as a creative supply line for paid media, not a separate influencer budget. Negotiate paid usage rights and permission windows at contract stage, so you are not chasing codes when a post starts performing. Test partnership ads at a meaningful share of spend and measure with lift studies rather than last-click reporting. Build a compliance checklist covering "#ad" placement for UK audiences and permit verification for UAE creators, and audit live ads against it.
